Private citizens can meet anyone, whether they speak for the US is determine by who sent them

IF the current president encourages it then they do have the ear of the President, if they decide to do it alone then obviously they do not speak for the president or the US but as a private citizen.

The spokesperson is potentially mistaken when they said "He does not speak on behalf of the U.S. Government". He obviously went to Ukraine at Trump's behest and, since Trump is the fucking PRESIDENT of the United States and the LEADER of the U.S. government, he may very well be "speaking on behalf of the U.S. government" when representing Trump in his dealings with Ukraine.

It is sad to see "America's Mayor" become such a joke. And even sadder that the President doesn't see the caricature Rudy has become.
I will always remember Rudy's presence during the horrible days of 911. He cast an even longer shadow than GWB to me. He took control of his City and our country with decisiveness and appeared comfortingly unflappable. I will always respect him for that. So to see him make a great fool of himself now is a profound sadness.
