I remember a few weeks ago seeing a video from a Ukrainian army captain bitching about how they weren't getting the aid from European partners because a lot of mid-level Ukrainian bureaucrats steal this shit a sell it.

IT is a bankrupt and corrupt government, almost as corrupt as the Russian and Chinese governments.
