On this issue, I agree with Rand.

Even Rand Paul knows that they are going to do it anyway no matter what the senate says. The NSA built this system to do what it does and they are not going just turn it off, such is the peril of allowing part of the government to declare itself secret and unaccountable.

In the compromise the phone companies will collect the metadata and the government will not have access without a court order. Sounds like a good deal.
