Here is another think that isn't much better cut you can get a little more context. "You're going to have 19 year old cooks in some cases. And what are the going to do and how are you going to use them."
As a retired senior enlisted NCO he was exactly correct. If the mayor though that the National Guard was going to walk in with a massive unit of highly trained people in crowd control and law enforcement - he was exactly correct.
