How do you know they will be elderly? And, only 184 out of 800 will be "affordable housing". The rest will not.

It’s social engineering at taxpayer expense. It will fail.

Developers get what they want and the local government gets what it wants. I personally see it as another corporate subsidy hidden as something other than a corporate subsidy. Part of the deal is those price-controlled apartments can be smaller than would normally allowed. I personally wouldn't want to live in one of those shoebox sized apartments but whatever.
