You don't have a link for that but there is a very good explanation: large corporations have been chopping worker hours to less than 30, sometimes less than 20 so they don't have to give them benefits.

The temp business is booming so they can have even LESS responsibility or loyalty to their employees.

So it is not uncommon for some to have two part-time jobs. It's a precedent you can thank WalMart for.
