I read the original article in the NYT weeks ago. Eleven pages in section A, over 100,000 documents examined over the span of one year.
Mueller has had Trump's tax returns since Day One. If there is tax evasion, he would turn that over to the IRS for investigation, I would think.
If he finds money laundering, which I suspect he has found, since Manafort is the connecting dot to that, then he can charge him with RICO violations.

1. Mueller is examining the potential American's for the crime of conspiracy .
2. Possible obstruction of justice by President Trump himself
3. Financial dealings by the pre-presidential Trump.
