You are missing the forest for the trees.

When someone purchases their insurance through an exchange, they will be buying it form a private health insurance company.

So if a private health insurance company is selling insurance to an illegal alien, that is a flaw in the insurance company's process, not ObamaCare.

The much bigger picture you are missing is that before you get forwarded to the private health insurance company for a policy, the exchange first determines whether you qualify for a subsidy. And that is a "stated income" scheme.

The problem with that is the size of the subsidy a person receives is based on their income. The lower your income, the more of your insurance premium the government pays. And if you get to state your income without it being verified, that is just begging people to understate their income so they get a bigger federal subsidy.
