She's been called the "Border Czar" for the last 3 years and no one had any issues with it until it became a political liability. No one believes that she wasn't in charge of the US response at the border. The DNC has chosen to make her the candidate whether that's because they think she's the best qualified or because she's the sitting VP and the optics of jumping over a "woman of color" for some white guy would be horrible for the party of identity politics. I personally believe it's the latter as the D's have better candidates on the bench IMO and also because Democrat talking heads in the media were discussing who would take over for Biden right after the debate. She's the obvious choice so that there was any discussion leads me to believe she wouldnt be the choice if the DNC could actually make a choice. Couple that with all the open convention talk from Democrat power people, (Obama, Pelosi, Schumer et al) and it's rather obvious. Good, bad or indifferent Harris was put in charge of the border, but even if she werent she was part of the administration so either she was completely irrelevant to all the decision making over the last 3 years or she owns it.

It begins with a demonstrable lie that quickly circulates around the conservative media bubble. It is then adopted as part of the narrative without question.

Once adopted, it is impervious to the demonstrable truth proving it to be a lie.
