There's no assumption involved.The error is that assuming such a meeting took place 30 years ago had anything to do with an invasion started last year.
Such a meeting took place, and it is part of a long term plan designed to bring regime change to Russia regardless of how many innocent human beings are maimed, murdered, and displaced in the process:
