I'm not certain but you seem to me to be not very bright, obsessed with guns and rowing with one oar in the water. It's no wonder someone like you (I very much hope there are not many like you this side of ISIS) is opposed to background checks.
In your case, the MMPI. For most others, an FBI and all State/local jurisdiction check of all criminal and civil records, all arrests and detentions (civil or criminal), all court injunctions, a credit check and confidential reports from a current and past spouse(s) or SO's. Disclosure of all sealed records as to the nature of the sealed record, when and where that action took place and the nature of the event which was sealed. The address of all places the person seeking a gun has lived and a list of all foreign travel. All of which to be provided under oath and penalty of perjury.
Any omission of material facts would be flagged in a national data base and make any sale, loan or other method of providing a gun to said individual a felony.
Enforce current laws any new laws are frivolous and we don't have the time or money to deal with that sort of BS...
