Many of the youngsters are released to relatives in the U.S. who are themselves undocumented immigrants, which some critics have said amounts to abetting rather than prosecuting migrant trafficking. The minors are handled by an array of government agencies, all with different responsibilities for their supervision, often passing through shelters funded by the federal Office of Refugee Resettlement, an arm of the Department of Health and Human Services. Many are placed in removal proceedings and later deported. Others manage to benefit from provisions in immigration law that enable them to remain in the U.S. legally.
