You are asking the wrong question. Why didn't Pharoah heed the warning of God?

It is written:

The Egyptian people had a choice to believe on the God of Abraham, Isaac and Jacob or reject Him. They had a choice to bless or to curse the Hebrew people. Each family had that choice.

You should know that some Egyptians did believe on the God of the Hebrews. They were part of the "mixed multitude" that left Egypt with the Hebrews and they took their "first born" with them! And their flocks and herds and very much cattle too!
