One in a handfull...maybe 1 in 7 would succeed to some degree whether it was a new business or an invention. I may find myself on the ignorant list here, but in what way does bankruptcy make it impossible for someone to come up with an innovative idea, work on it and patent it?

Banks don't generally invest into "good ideas" unless there's collateral to cover the losses, if any. People who have a little money, a little imagination, and some faith are willing to invest in someone else's ideas. It may initially be family members or close friends, but as the idea or working model starts showing promise others jump on the financial bandwagon with funding. If things are looking REALLY good, the inventor can always try IPOs. It could be kind of "iffy" investment, but there are people who are willing to give it a shot.
