I don't believe it does. None of those killed by LEOs were participating in a BLM inspired mob rebellion against the Congress with the backing of an aggrieved President and his Party. In the summer the deaths were the cause of the protests and subsequent violence. Whereas the Trump Rally and March on Congress inspired the violent mob to attack Congress while it was in the special session and she was tragically shot and killed while participating in that attack.

The grand jury should serve as a safeguard against an indictment where there is justification. This saves the state from holding a trial that they know can't sustain a conviction.
Additionally a prosecutor makes the same judgement whether justification is a valid defense.

Where there is valid justification, the case should never get anywhere near a courtroom.
