He can talk to Congress until he's blue in the face, but if Boehner & Co. don't want to meet him half way, he'll just have to shame them into doing their jobs. This would make a lot more sense then a eu like Union. At least we'd be able to keep our constitution and use the tax base of Mexico to pay for it all.
