Oh, look what I found from exactly ten years ago: H.J.Res.36 - 110th Congress (2007-2008): Proposing an amendment to the Constitution of the United States to abolish the Electoral College and provide for the direct election of the President and Vice President by the popular vote of all citizens of the United States regardless of place of residence.

The National Popular Vote Interstate Compact has been operating since 2006 (twelve years).

The same page notes the Bayh-Celler Joint Resolution (1969) and the Every Vote Counts Amendment (2005/2009) as prominent, but not limited to, attempts to address the same issue. And of course we can go all the way back to one of the major architects of the Electoral College James Madison who proposed a Constitutional Amendment to ban the practice of WTA which was just falling into place like dominoes at the time --- even though his own state of Virginia would have suffered a loss of influence.

I still think the EC is one of the better ideas we came up with. I think it could be improved to make the PV a co-requirement to the 270...but even in its current imperfect form it is much better than the alternative.
