Partially because you are reading those numbers incorrectly. The number oft quoted here of less than 6 percent pertains to money spent on OTHER charitable organizations. It is not the total scope of charity as it ignores direct charitable acts. If the foundation spent a million on AIDS drugs that funding would clearly be slated for charitable acts but also would not be included in the 6% figure because it is not in grant form.
