A U.S. Internal Revenue Service manager, who described himself as a conservative Republican, told congressional investigators that he and a local colleague decided to give conservative groups the extra scrutiny that has prompted weeks of political controversy.

In an official interview transcript released on Sunday by Democratic Representative Elijah Cummings, the manager said he and an underling set aside "Tea Party" and "patriot" groups that had applied for tax-exempt status because the organizations appeared to pose a new precedent that could affect future IRS filings.

Cummings has never appeared to me to be the sharpest knife in the drawer. The Cincinnati office of IRS was named as the source of the order to go after conservative organizations or individuals. I think it's been pretty well proven that orders came out of DC. My understanding is that the Cincinnati office just happens to be the office where the majority of 501(c) applications are handled.

I would think someone who represents himself as a conservative Republican might be the last person to suggest unwarranted scrutiny on conservative groups. Perhaps he was a liberal Democrat trying to deflect blame?

The great thing is..that Democrats are finally bringing up the fact that 501c law and IRS policy do not comport.

IRS employees named Carter Hull as the IRS lawyer who authorized this. Who is he and where is he? And how does this conflict with what Cummings is saying? The targeting went well beyond asking some questions of political groups. It was clearly coordinated and they targeted donors for IRS audits as well. This explanation conveniently leaves that out.
