CA and IL have been in technical non bond default for decades so even a slight more tax flight to FL,TN TX could put one or the other into bond default and that would have some degree of domino effect with a special counsel investigating the corruption likely to be appointed. It is likely but far from certain that much of the state government will go to jail before the primary season really gets started.
