Returning the matter to the States acknowledged that it was not a federal matter. So any law to cover all abortions in the nation would deny the States their lawful right to address the issue themselves.

Dobbs said that the constitution doesn’t prevent the government from regulating or banning abortion. It doesn’t say anything about the constitution preventing the federal government from doing so.

It is not a federal matter
The bill in question was a state bill. It does not say it can’t be a federal matter. A federal bill just has to have a rational basis. The constitution will not stop it.
