I wouldnt say kidding around exactly. It is a salesman's tactic to get people to do what they say they will do, to pay a debt or follow through on a commitment,etc.

I knew a guy who sold Kirby vacuum cleaners door to door back in the 50s and he carried around a small Bible in his jacket pocket and would literally ask them to sear on the Bible that they would pay their scheduled payments.

Trump is doing something similar here.
