Actually, it was the same price for the military. The military pays a FIXED price to the crew for the hotel they stay at. The crew are the ones that not only decided to stay there but also the ones that foot the bill for overages.It was the cheapest place.

I have direct experience here as I was a maintainer on C-17 aircraft. IF the crew picks a hotel that is below the per diem lodging rate the military does not pay the overage. I will give you one guess as to how often that happens. ME&I is hard - you get to keep what is not spent. Enlisted save there. The crew rarely does.
