Here's the general rule of thumb: Arrest one, bring 10. Arrest 10, bring 100. Overwhelming numbers remove the fight-or-flight instincts in the cornered or desperate. This keeps the target, as well as the arrest team, safe. For this exercise, I conducted a tactical assessment for the Stone operation, using my experience as a critical incident commander as the baseline. I quickly saw how easy it is for personnel ranks to swell, considering the following "rough estimate" needs here: onscene command (1-2), arrest team (5-7), breach team (2-3), outer perimeter (4-5), surveillance team (2-4), crisis negotiator (1-2), log keeper (1), evidence response (crime scene) team members (4-5), evidence photographer (1), public affairs (1) and subject transport team (3). With Stone's residence positioned along a canal, yes, maritime assets (2) would have been stationed there, as well.
The thing is, the team of law enforcement was not there simply for an arrest, it was there to execute an extensive, court authorized, search warrant as well.

but some of the Judge's criteria to authorize such type search, just before day break, is probable cause that the suspect will destroy evidence or flee or resist the arrest and or search...

Seems excessive to us laymen, especially since Roger Stone did not try to resist, but hind sight is 20/20... and 'better safe than sorry' also comes to mind.

Magistrate Judge Lurana Snow told Stone he could not travel outside of South Florida, Washington, D.C. and New York City. Stone was also told he could not have any contact with any witnesses.

Months before being captured in Vietnam and held for years as a prisoner of war, McCain survived a fire that killed over 100 fellow service members stationed abroad the USS Forrestal aircraft carrier in the Gulf of Tonkin. McCain’s critics have smeared him as being complicit in the tragedy, but fact-checking sites including Snopes have found those claims to be false.


More recently, McCain acknowledged that he gave the FBI a copy of the so-called “Steele dossier” that alleged connections between Mr. Trump and Russia — a subject of an ongoing investigation being conducted by special counsel Robert Mueller on behalf of the Justice Department.


“I did what duty demanded I do,” McCain wrote in his recently published memoir, “The Restless Wave.”


A longtime Republican strategist, Mr. Stone, 66, advised Mr. Trump’s presidential election campaign in 2015. He subsequently raised eyebrows over his contacts in 2016 with Guccifer 2.0, an internet persona operated by Russian military officials, and his claims of being in touch with Julian Assange, the publisher of the WikiLeaks website responsible for releasing internal Democratic Party documents in the lead-up to Mr. Trump’s election.


In an interview conducted after The Washington Times first reported that Mr. Stone exchanged private Twitter messages with Guccifer 2.0 during the presidential election, McCain called for bringing him before investigators.


“Obviously I think he and others need to be questioned,” McCain told CNN last March.
