That is correct. The AWB had absolutely no effect on lowering crime. What did lower the crime was the Clinton Violent Crime Control and Enforcement Act of 1994, of which the AWB was a small part. Clinton's crime bill ultimately put away a lot of young black people for a long time. It increased penalties and put more police on the streets.

But if there's any doubt that Hillary would have tried to pass another AWB, just look at what Bill said in 2018:

I decided to take a range day this morning, since I've been reloading quite alot of ammunition. I took a 30-06, a WW2 Japanese 6.5mmx50 Arisaka, a .44 magnum revolver, and a 9mm pistol. A good range day requires alot of stuff, so here it was loaded in the back of the car...

The first firearm I wanted to shoot was a World War One era P-1917 Enfield 30-06 that was manufactured sometime around 1918. It had been sporterized back in the 1960's. Gunsmithing back then was a highly-developed art, and whomever did the rework did a really nice job...

When I got to the range, it was cloudy and 21 degrees. I tacked a blanket around the bench and fired up a 1950's kerosene heater to take the edge off the cold...

The first five rounds I put through the Enfield were some 1942-dated USGI military ammo with 150 grain bullets. I was shooting at a target placed out at 100 yards...

I then commenced to shoot the handloads I loaded, starting with the minimum charge of 42.0 grains of IMR 3031 powder, and increasing each group of five shots by 0.5 grains per step. By the time I got up to 44.5 grains of powder, the shot groups started tightening up...

By the time I got to the ones loaded with 45 grains of powder, the shot groups were pretty tight, except for the two flyers. I probably flinched due to the recoil. The bullets were traveling on an average of 2660 fps as measured on the chronograph, which is a little slow. The maximum velocity for this weight bullet is somewhere around 2900 fps, so I'll ease the next batch of handloads up a little at a time...

I never did shoot the Japanese rifle, .44 magnum, or the 9mm. Four hours out in the 21 degree cold and I was ready to go home. Maybe next time.

You don't know much about firearms do you? A bump stock makes a rifle much less accurate. Deliberate, aimed fire is much more accurate and deadly. You can make a bump stop with a rubber band, and your bel loop. However, I have never seen one, or anybody do that at any ranges I have been to in 45 years of shooting.

I was talking about anything that makes a rifle automatic. And you can add all the GOP slash NRA's obstruction of intelligent regulation. Even things that have 80 to 90% approval like background checks.

It's not just the tax stamp, finger prints, and background check, a basic full auto rifle starts at about $20,000 due to the 1986 ban on new, or imported ones.

On a few weekends as a teenager I had fun with my dad at a local gun range. Dad had a "Gold Cup" Colt. 45 ACP and some Saturdays we would go target-silhouette shooting. Even though that 1911-style .45 gave a large kick to my teenage hands and wrists (Dad had to show me that exact way to hold it with both hands for accurate shots), I wasn't half bad at it. In the silhouette-poster I was shooting I got several of my shots directly in the torso and even a couple of shots in the head and neck. I missed very few shots. That's when I learned that firing a Colt .45 many times is definitely a wrist work-out from the strong recoil. When you spend all day target-shooting with a .45 (at least when you're about 14 at the time), you do feel it in your wrists later on.
