A 7% loss was the Democrats best case scenario, it is the largest margin that the Democrats loss by that means they actually won.

The Democrats are now looking at how much they lose by as victories. It seems winning is no longer needed for Democrats, losing by small margins is the new winning for them. It is much easier to claim victory.
