The abortion was June 30th and the doctor filed ALL REQUIRED PAPERWORK, on July 2nd.

The crime was in Ohio. It wasn't reported to the police in Ohio. It wasn't reported so there was no way for the Governor or AG to find out if the story was true. Neither said it was a lie; they both, accurately, said there was no evidence because there was no report.

The Ohio agency, child protective service I believe, where the mother first went to, was responsible for filing a sexual abuse report in Ohio.

The mother of the rape victim went to get government benefits and explicitly asked that the crime not be reported as a crime. But you're right; once the welfare department knew of the crime they were obligated to report and investigate and they didn't. They need to be in jail.

But since the welfare department and the mother lied to protect the rapist, and seemingly a doctor also failed to report in order to protect the rapist, you blame the AG for getting exactly the message that they conspired to make sure he, as the top law enforcement person in the State, got?

They didn't open a rape investigation until they were caught for not having opened a rape investigation. Even 22 hours later, once they did finally open the investigation was about 20 hours too long.
