The odd thing is that towards the end he said he was going to get his phone and call the cops. So he must have been filming with a GoPro or something, who walks around doing that. It makes me wonder if he was out to create a problem that day.

And they did their due diligence by asking who he was. if they did not like the answer they should have called the police or security for the building if they have any.

Well indirectly the driver was working for the management company, so it would be the simplest explanation. As a resident, my next action would be to call the management company and verify it.
