The DAP not finished. Which means no oil was halted through it by Biden. And the pipeline has no effect on the amount of oil being produced anywhere on the planet.
If the DAP was completed, and Biden somehow halted the flow, that would be one thing. But he didn't. He just stopped the construction. And the oil companies are intentionally forcing us to pay higher prices at the pump, in part because they're pissed at Biden for stopping construction.

We are merely the oil companies customers. Not their friends. It's business. Biden went after them on some NEW oil leases and shut down the DAP construction. And this is there way of telling Biden to F off. And we're the ones who are actually being affected financially. Biden's approval ratings are being affected because of the high fuel prices. Prices which the oil companies increased so that we'd oppose Biden.

Oil companies never get the blame for this. I'm not anti oil. But I'm not married to them either.

An increase in US production of oil will tend to push prices down in the US but decreases in production of oil elsewhere will tend to push prices up. In other words, oil is international commodity where price is determine by international demand and supply. Also, there are different grades of oil. Some grades are better suited for some products than other. Thus the refining cost with vary by grade. International supply and demand for each product varies creating prices for each grade. Once a product like gasoline has been refined where it goes depends on demand. If an EU distributor will pay more than a local distributor, that is where the gasoline will go. So getting back to the pipeline, there is no way to predict what effect the pipeline will have on US prices because it depends on international demand and supply.

BTW From a practical standpoint, ownership of mineral interest does not give you control of the product of the well(s). Typically the owner of the mineral interest will get payment for about 1/8 of the product produced. The working interest in the well will get the rest. It's not like the oil will be sent to China.

A private oil lease is contracted by a certain amount. The person who owns the mineral rights have to allow oil companies to pump at least that much. But no more. Contracts may differ. But someone who's been selling their oil to oil companies for a while, know this, and will not sell their oil to any oil company unless this is stipulated in the contract.
Right now, on private lands, those who own the mineral rights are holding on to every drop they can, within the contracted amount, because they know it's going to continue to rise.
And the oil companies aren't complaining, because they don't care. This is teaching Biden a lesson not to F with them. And their profits are going up every time the market value goes up.
