This is not a disaster like a hurricane. It's an industrial accident. The rail company responsible needs to be writing checks rather than the government. There are ways to get government assistance with the clean-up but that's only if the company goes under and cannot pay the full cost. There are other government programs to help the people affected but even those bills get sent to the responsible parties.
