During GW, many corporations moved to Texas due to lower taxes and thus there is a higher population density, just like NYC.You can't argue that shithole RED states have the most cases and deaths per capita, so you move the goalposts. For instance, NYS has 2 or 3 Blue cities; each State's color is determined by it's 2 or 3 most prosperous cities.
Businesses want to be where the bars and prostitutes are, so they are usually located in Blue cities.
I will guarantee that when you break down the states, they were hit hardest in the Blue cities.

Texas, being such a pathetic Red State, has more major cities of commerce than NYS.
Other than NYC, NYS is pretty much Red and devoid of commerce and that's why NYC, along with it's slums, had so many deaths.
