Paratroops are leg infantry when they are on the ground. They have few vehicles to act as troop carriers. Today, most NG units are as capable as active-duty units thanks to the war on terror.

But simply "protecting American interests against illegal immigration" doesn't give him a shred of Constitutional cover. He needs to be able to demonstrate that he is actually fighting an invasion. That would require real, military action between the TNG and armed immigrants.
