The MI-24 actually did cause havoc, and Charlie worked very hard to get them Stinger missiles to combat them, but guess what, MANPADS are awash in the world these days, added to which our air forces can't even get 50% of their air assets airborne on any one day, and the air bases are ringed by MILLIONS of civilians.

However, guerilla warfare seems to be trouble for authoritarian invaders like the U.S. Central Government would be to those areas within the current United States. And would military people from those areas kill their own? Of course, we may see foreign troops do it for the Central Government.
