The Lakin/Riley bill would have required Biden/Harris to immediately deport any illegal migrant convicted of committing a crime. Every Republican and 37 Democrats voted to pass it. (170 Democrats voted against it.) Schumer won't even bring it up for a vote in the Senate.

The chances that the Senate would pull funding from illegal migrants and return it to FEMA are slim to none.
