He advocated republican policies when they made sense. That stopped being the case around 2003 when we invaded Iraq for no reason, didn't fund it, gave up on the search for Osama Bin Laden, sponsored nation building after campaigning against it, cut benefits for veterans returning from the war that they started, cut job training, cut education, cut funding for nearly anything that didn't explode while expanding domestic surveillance outside of the "FISA" court that was set up for this, questioned the religion of political opponents, questioned their birth place shortly after, became in incubator for a new strain of intolerance and bigotry (TEA Party) and, oh yeah, Obama offered a mor civil tone which Powell has always favored.

Being black was probably part of it too but there are a lot of reasons not to favor what the GOP has become. See the 11/6 election if you need proof

I respect Powell and his service to the country I never felt he was a strong conservative not on social and economic issues anyway so his supporting Obama twice did not really shock me.
