That is a blatant lie. Take for instance this letter from John Jay, the first Supreme Court Chief Justice, to George Washington when framing the presidential natural born Citizen Clause, namely Article 2 Section 1.

Also this is what the architect of the 14th Amendment Representative John Bingham stated on the House Floor in 1866 when defining what the founders meant in their original intent when defining a Constitutional natural born Citizen. Take note to the allegiance factor he mentions:

“Every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen.” (Cong. Globe, 39th, 1st Sess., 1291 (1866))

Schwarzeneggers parents owed allegiance to Austria. Ted Cruz who was born in Canada had a father who owed allegiance to Cuba. Jindals parents owed allegiance to India. Marco Rubio's parents owed allegiance to Cuba. And lastly, Obama's father owed allegiance to the British Crown since he was a British national born in Kenya causing the British Act of 1948 to govern his childrens birth status.
