Trump wasn't under investigation until he fired James Comey. After he fired James Comey, Mueller opened up Obstruction of Justice on Trump. Trump surrogates were under investigation prior to that for collusion with Russia.

I don’t see an issue with your concern over “loyalty”. Very specifically tell me how “loyalty” differs from the quote below exactly? Does the DOJ, and those within the president’s cabinet, not help to support the policies of the administration he or she serves?
