This is why everyone was perplexed, as to why the ballots would not scan every ballot on election day....when they scanned and read all of them in the test runs.
But there was no worry if scanners or printers failed, because Election protocol had a backup plan...ballot drop box #3 where every voter who had a scanning issue, could cast their vote by dropping their ballot it in the secure box, that would be counted later.
