b) there ought to be done kind of federal umbrella

But I want this done correctly, legally, constitutionally. It is CONGRESS's job. That's the way our system works.

If you want a constitutional protection, you can NOT get it by harassing Supreme Court Justices. You must pass an Amendment, which is an instruction from the People to the Justices on how they MUST rule.
