Yes, underage kids can be taken in without being charged with a crime. It is part of being a juvenile. The law states that cops can take them if they are in danger. Considering they are on the streets prostituting themselves (or being prostituted), showing danger should be no problem.

And yes, underage rioters can be taken in without being charged. Juveniles do not have the same rights as adults. I thought this was common knowledge.
