Since the wall is going up on the Mexican border, why not just have the prisoners work in chain gangs, picking vegetables and cotton and other products out in the field that Illegals traditionally do? Since the state doesn't have much money, why not have chain gangs build highways, or their "high speed rail" that they are working on?
