~chuckles~ I don't think continental drift gives a rats ass what taxes anyone charges, nor how much water they use, it's going to do what it's going to do.

That said, California could start collecting dirt from the rest of the world and fill it all in, they estimate it'll be a shallow inland sea for a good 100 thousand years so some dirt investment now could keep half the state above ground heh
