Can a 16-year-old girl adopt a baby?

Adoption is only complicated for the adopting parents. The mother can just walk off.
Not that I'm saying, relying on abortion (without the birth mother becoming attached whether good or the mother, child or society) is the solution, I did not figure adoptive mother walk away to be a major problem.

Here you go, you learned something today Lakhota:

AMENDMENT X

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

AMENDMENT V

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

Why not? The meme below explains why:

Does that make sense to anyone?
Well, she can’t do a lot of things at 16. Can’t buy beer, can’t sign a contract. All things designed to keep her from making bad decisions. One bad decision we can’t really police is she decides to get fucked. We try to keep older men from enticing her but can only do so much outside of parenting.

These choices come with consequences though. Not so much a hangover or a bad cat deal level of fuck up but another human life.

What would you like to do with that life? Get adopted by a 16 year old? That’s your cure here?
