Congress has the authority to conduct investigations “in aid of its legislative function.” That authority can extend to investigations for the purpose of deciding whether legislation is appropriate, to information gathering on matters of national importance, to oversight of federal departments and executive agencies.

Also, Congress referred contempt charges to the DOJ and they decide to charge.

Testimony from the impeachment showed that the former 1-term president's administration was holding up the sale of the military hardware. Hardware which Ukraine needed against Russian aggression. Testimony also showed that if the Ukrainian president announced an investigation the hardware would be released.

They are completely and totally inappropriate for matters that clearly belong to the executive and judicial.
