Right to Work legislation does exactly that. Wealthy people aren't generally unionized. There is no National CEO's Union or United Proctology Workers collecting mandatory dues from those high paid workers.

RTW protects low income people from paying tribute to union bosses, if they can't afford it or don't think its a good deal

No he didn't. The idea that Herbert Clark Hoover was some kind of laissez faire Republican was just FDR's talking point.

Hoover actually was a massive interventionist in the economy. Hoover's policies didn't work, and FDR doubled down on stupid.

They can show how well it works out for them, how high taxes attracts jobs and improves the economy

NY and CA are doing that and people are fleeing. So much so that some in CA want to go after these people for taxes after they have left the state.
