Not much to see here, this bill has been introduced yearly over the past 2 decades.

That is one of the reasons that the bill never passes, because they can't figure out how to make it work like they want to.

But, it's just more political theater, kinda like what the GOP has been doing with their "repeal and replace" for the ACA. They want to do it, and their constituents want them to do it, but there is no workable way to make it happen.

I doubt that because the two parties are on this anti-deficit theme lately. The Democrats took it up to oppose Trumps proposals and the GOP always has it as a plank and are sensitive these days to their base thinking that they are not paying attention to the base so much.

It would likely be, if it ever happens, some kind of special program with its own form of taxation much like Social Security, Medicare, and the environmental cleanup fund.

If it comes from taxes, then blacks will be paying themselves, which is why the bill has never passed over the past 20 years that it has been brought up. This is largely symbolic for the Black Caucus to let their constituents know they are working for them.

Kinda like what the GOP has been doing with "repeal and replace" for the ACA over the past 4 years.
