Missouri is an "open-carry" state, but allows individual cities/towns to decide to what point the populace can carry. The guy was just a believer in open carry, but lacks the intelligence to keep it dialed back to a handgun in a holster. However, seeing the video of the guy surrendering, I actually fail to see "actual" body armor per se; most likely it was simply a "tactical vest' that carries extra ammunition. 90+ million of we gun owning private citizens are NOT out committing crimes. We are sportsmen/women, collectors, hunters and those that keep and train on them for self defense in case of a home break-in.
