It is incoherent. There is no other way to describe it but incoherent.

Iit looks exactly what it is. An attempt to stop the mocking over a very foolish statement obama made a year ago when he was trying to show how presidential he was. He was afraid that Romney looked more presidential than he did.

The goal is to look like action is being taken without doing any kind of damage that would cause retaliation. obama is trusting that no one would want to retaliate.

It's a waste of missiles. The first war of modern times to be fought because of one man's vanity.
