Ummm.......ok. So, in human history, some form of government has ALWAYS existed. Its either that "state". Or the church. Or criminal gangs. But someone governs everyone.

In today's world..its mostly government doing the governing, not church or criminal gangs.

So, do groups exist that want to overthrow their government? Yes. All over the world.

For a civil, fair society, shouldn't an elected government be the less of all evils instead of a religious or criminal element ruling and governing by their rules? YES.

So, shouldn't a government.......maybe identify these groups and prepare itself to not be overthrown?

And....oh I don't know......maybe they use the age old philosophy of efficiency and preparation by identifying these groups while they are small BEFORE they grow huge and powerful enough to overthrow the government?

You know...the Taliban is a group that currently wants to overthrow it's government. We certainly wouldn't want groups like that to overthrow ours, would we? Need to ID them while they are small.

Groups only become powerful enough to overthrow governments when the government itself has lost the confidence of the people, even then it is very difficult.
