If someone is stupid enough to want to own a fully auto weapon, they should be able to. Taking one shooting on a routine basis would bankrupt most people since you can run through a hundred bucks of ammo in under a minute, if it's a fifty cal, you can do it in a couple of seconds since .50 BMG averages between two and three bucks A ROUND.
